Defeat is not final when you fall down. It is final when you refuse to get up.

You have to write to the PIO, Kolkata Municipal Corporation, 5, S.N.Banerjee Road Kolkata and you may send it through speed post or personally submit it in their 1st floor office, in front of Elite cinema Hall. You have to paste a Rs10 Court fee stamp over the application. You should not forget to have a receipt of your application.--- Abhijeet

I recently wrote a letter addressed to the Public Information Officer , Kolkata Municipal Corporation at the above address about seeking some information from the trade license department .The letter was sent as a Registered with A/D. However, the envelope has been returned back unopened with the comment that " No such department, department not known or found" . My queries asunder
    1) Who should we address the letter to . Is it just the PIO or specific name of the person or perhaps do we need to mention the name of the department after addressing the PIO? It seems that the mail department does not receive any letters addressed just to the PIO?

    Address it to:

    State Public Information Officer
    under RTI Act 2005
    Trade License Department
    Kolkata Municipal Corp[oration
    ...
    ....
    ...

Boldly mark the envelope as "RTI Application"

Avoid putting individual names, just in case the officer has been transferred.

Thanks Abhijeet. But today (26.8.2010), I had a horrible experience at Kolkata Municipal Corporation office. I took an RTI application, wanting to know who owns a particular plot of land. I had to run from door to door, because nobody knows who will accept the application. Finally, I could not file it today. The KMC apparently have an RTI cell, and after I met the commissioner's PA, he sent me to a lady, asking her to receive the application. But finally, she didn't accept it, saying that since it deals with ownership of land, I will have to submit it to the GM Finance. So, I will have to try my luck again tomorrow.
And if I send it by speed post, what proof will I have to show that they have received the application?
    Regards

Go back to that PA to the Commissioner and tell her sternly to either guide you properly or else you will ahve to take it as a :malafidely denying to accept the RTI application" and get the officers, including her/him suitably penalised by the State Information Commission.

Alternate means of submitting your RTI application is here: How to submit a RTI Application - RTI Guide
