Need Help: Yet to receive Income tax refund for the year 2005-2006

Hi

I had filed for refund on 31st july 2006 in Mumbai.
The refund amount was Rs. 13995/-
But till date neither I have received the refund nor any communication from the income tax department.
I have sent a letter to the concerned authority of grievence cell in Income Tax mumbai, but it also is of no use.No one responds over the phone also.
Also no details are available in all the refund status sites.

Recipt number: 20712390
Date of filing return: 31st july 2006
Place of filing : Mumbai
Kindly help me in getting my refund.

As per RTI, I have sent the annexure B along with the required enclosures.But I could not find the ward no. of the assessing officer.
I have just addressed the following in the "To" on top of the envelope:

To
The Assessing Officer
CIT - XXIX
PRATYAKSHA KAR BHAWAN
BANDRA-KURLA COMPLEX
400051

I hope this will suffice
Hope I get my refund soon thru RTI.

U should have addressed to Central Public Information Officer [CPIO] of nearest IT Office. He is required to forward to correct CPIO within 5 days of its receipt by him, by refering to your address or PAN No. etc mentioned on copy of ITR submitted with the RTI appln. Pl wait for 10 days, the addressee AO will send U copy of letter, by which he will transfer appln to correct CPIO. If no intimation is received, pl file another application with CPIO, INCOME TAX DEPT, GOVT OF INDIA and then write address of I. T. Office nearest to your residence or office. Send by speed ad post.

The assessing officer of your ward/circle (where you filed your IT returns in which you showed a refund) is himself the CPIO under the RTI Act 2005.
Your RTI application can be addressed to him along with a IPO for Rs. 10.00 payable to "Accounts Officer", towards payment of application fees.
