Important clarification regarding format in which information is sought.....

In a important clarification, DoPT has issued a circular No.11/2/2008-IR dated 10/07/2008 in which it has clarified as to what is meant by Sec 7(9) of the RTI Act: "information in the form in which it is sought".

The copy of the circular is attached to this post.

Taking a very skewed interpretation of Sec 7(9), the circular states that "form" means physical form like photocopy, sample, model, etc.... It then goes on to interpret the definition of "information", "record" and "right to information" as defined in Sec 2(f), 2(i) and 2(j) of the RTI Act and concludes that it is not necessary for the PIO to provide information to the applicant in the proforma that it is sought.
