mother's passport delayed

Unanswered: mother's passport delayed

I am an Indian citizen residing in California.
My mom's passort is pending at Kolkata passport office for more than 3 months. The status is saying "police report not received".

I am planning to file an RTI.

Should I file RTI with Kolkata passport office directly
or should I send it to San Francisco consulate out here?

Also, if somebody could point me to a sample RTI for passport delays, it would be greatly appreciated.

Welcome to this portal. Pl refer my blog on delay in issue/renewal of passport and proceed. Your mother has to file the application with Kolkotta Regional Passport Office. All the best.

It is better to file the RTI Application with the Kolkata Passport office directly. That will get you a faster response. Either you can file it or ask your mother to file it.

Just refer to the guide section for How to draft, fees payment, mode of payment, etc... Please also refer to some of the threads with "passport delay" or "passport" and also search for them using the search function.

Your RTI application has to be as per the RTI Rules for centre (since RPO Kolkata comes under the Ministry of External Affairs). The application fee is Rs. 10.00 and the mode of payment can be a IPO available at any post office.

Since your mothers issue is also Police related (verification report not recieved) you can also think of filing a RTI with the local police (the place from where someone would have come to your residence to do the verification) or to the ACP of your area. This application has to be as per the West Bengal RTI Rules since the Police comes under the State Government.

Thanks a lot. I also heard that RTI can now be filed online with CIC.

Before filing an appeal at CIC you should first file your application to PIO and if no answer is received within 30 days you have to file first appeal to AA. If you dont get a reply even after 30 days of filing at AA, then only you can move an appeal to CIC.

So please file a RTI application to CPIO first.

U can file appln on line but U will have to pay appln fee in person or through post. Hence it is advisable to file rti appln by post in India. U can prepare the appln and email to your monther, who has to print, attach a postal order of Rs.10 from nearby post office, sign and mail by speed/regd post ad. First appeal has also to be filed by post, unless you have email ID of FAA of RPO, Kolkutta.Yes, final appeal can now be filed on line to CIC.

RTI Applications can be filed online ONLY with the CIC - that is for subject matters related to CIC only.

For other departments, there is no facility at present of filing online RTI application.

I humbly think that as per section 6[1], the applicant can file RTI appln throgh email with the PIO, if his email ID is available. The application fee has to be deposited in person or by post. Only on receipt of fee, the appln will be acted upon by PIO.

That is correct but how many PIO's do you know who actually :

1. Have official email id's
2. Have computer on their tables and use them
3. Open their official email to check inbox
4. Respond to emails

Very few, but most of banks have this facility and they do take cognizance. I have not checked with other central govt PSUs/ministires etc.
