Whether National Institute of Bank Management (NIBM), Pune comes under RTI?
I am a facutly member at NIBM for the last 10 years. During my service here, I have observed many instances where the authorities here have maintained secrecy / unwillingness in providing information regarding our own service information such as internal rules applicable to employees, pay-fixations of the employees, etc.. For instance, I have been trying to know the basis on which my pay-fixation is being done when I am promoted in last February. I am met with a blunt answer that my "pay fixations is correct", that too after 3 months of persistant efforts to get the information. The worst thing is, the delay tactics employed by the authorities test the patience so much that they understand that such questions are not welcome and suggestive that we should not entertain to ask questions in future too.
The fact is that on promotion my salary fixation is done exactly equal to my pay in the previous position. Since I can not receive the current year's increment because of promotion, I am essentially forgoing one increment in salary, which otherwise I could have received in my previous position. This makes me worst-off in the new position.
Anybody can see there is a problem here. But, I find it difficult to get details on what basis this salary fixation is done and how is it justified to get lower salary after promotion into higher scale.
I want to approach RTI forum to know whether NIBM can be an entity to which RTI is applicable. If yes, how do I approach the RTI authorities and get help.
Regarding what is NIBM? - National Institute of Bank Management is instituted by Reserve Bank of India in 1969. From about 1984 onwards NIBM is operating in Pune from its campus in Kondhwa. It is governed by a a board, of which Governor of RBI is the chairman and predominent members of the board are the Chairmen of public sector banks. While substantial part of revenue is internally generated by offering executive training, NIBM receives funds from public sector banks as Membership fees. At NIBM, we follow our own rules of internal governnance, but we broadly adopt IIT / IIM practices. Information about NIBM can also be sourced from its website NIBM India

To decide whether a particular entity is a "public authority" under the RTI Act or not, one has to go by the definition of public authority in Sec 2(h) of the RTI Act: Right to Information Act 2005Sponsorer
It looks as if NIBM is a public authority.
The best way would be to file a RTI application to the Director of NIBM, clearly stating that the application is being sent to him since there is no mention of the details of the PIO on its website.
See what happens - whether they accept the application or what do they reply etc., then make your next move.

On the website of NIBM it ia mentioned that
It is enough proof that it is substantially funded/controlled by RBI. NIBM is a PA. But strangely their web site has nothing about RTI.The Reserve Bank had established the National Institute of Bank Management (NIBM) in 1969, as an autonomous apex institution with the mandate of playing a proactive role of the think tank of the banking system.....
You can directly file the RTI application with the RBI asking about the NIBM, Riles, Service Bye-Laws, Salary & pay fixation, implementation of the RTI in the NIBM and all sorts of other information. Sit back and see what happens.

Thank you both for responding to my query. It gave me confidence and motiation to persue the matters. I read quite a bit on this website and otherwise on RTI which enlightned me about RTI and its importance and power as a weapon in setting things right. However, I still need to know a lot more and I require your continuous support.
At present I am preparing an RTI application asking questions regarding my pay-fixation. I want to know whether I can ask about the action taken on a query that I had posted to my office. I had put in a query, as you know, about 3 months back, and asked specifically about some clarifications, but received no response. Can I ask them now as to what is the action taken by them on my official note? Does the RTI cover action taken on individual queries also? For instance questions like, whether my query was received? who went through it? what is deceided on it? If decided to not to responde, can I know the reasons?

You can ask for any type of information (please note - "not Questions"). one typical information asking model RTI application should contain the following information in case of a pending matter with a public authority:
But in case o NIMB, it is not yet known whether it is a PA under the RTI ACT or not. You are working there, you must be having an idea, as to how much RBI/Govt. is giving them as monetory support? Is the Land and Building at concessional lease. See the balance sheet of the NIMB, you will get some idea.
In your own case, ask somebody else (e.g., your wife or a friend) to File RTI Application with the PIO of the concerned Public Authority (NIMB - in your case) via Speed Post. While filing RTI Application detailing the problem being faced by you and quoted therein your all previous references of letter/telephone/personal visits to the office of the Public Authority and ask for the following information (Please use all or some points as suited to you. Point No. 6-9 below is essential for quick and positive action):
01. Inform me the day to day action taken on my various requests made earlier (give date wise detail of your letters/visits/phone calls).
02. Inform me the time needed as per law to finalize the required action.
03. Inform me latest status of your request.
04. Provide me the certified copies of the File Notings relating to this matter from DD/MM/YYYY to DD/MM/YYYY.
05. Inform me reasons for the delay
06. Inform me Name & Designation of the officers/Officials responsible for taking action on your request.
07. Inform me Name & Designation of the officers/Officials responsible for causing delay on your request.
08. This application may also be treated as a Notice u/s 80 CPC and the action taken thereunder may also be inform to me in due course.
09. I have paid fee for the purpose. I am a consumer. The delay is a deficient service. Moreover I am being harassed. What compensation is proposed to paid to me. if Nothing, This may please be treated as a Notice under the Consumer Protection Act, 1986.
10. Inform me the manner in which the PA is proposing to compensate you for the mental agony and deficient service.
11. Any other point on your mind (Think Hard).
