    Question can normal application be converted to petition concerning life and liberty

    I have filed petitions for information under normal route to a public sector bank, but the information is not forthcoming or is being denied. This information is required urgently to proceed in a court of law concerning my livelihood. Can I file petitions for information under Section 7 of RTI Act, concerning life and liberty of applicant? If so, do I need to file petitions afresh or the same old petitions can be treated as applications under Section 7, concerning life and liberty of applicant? In the petitions, I have clearly mentioned that the information is required for certain court proceedings regarding redressal of a grievance. Please help me.

    If you have sent a petition in the normal course, seeking some information that cannot be treated as an application under RTI. An application under RTI should clearly state that it is an application under RTI and should be accompanied by the prescribed fee. In the present case you can make an application under RTI with the prescribed fee. If there are sufficient reasons to conclude that the information sought for pertains to the life and liberty of the citizen the same can be clearly borught out in the application and a request made to furnish the information within 48 hours as prescribed in the Act. But there are many "ifs" and "buts" in this case. First of all whether the matter qualifies as information. Even if so, whether it is exempted under the Act? Even if it is not exempted whether the circumstances justify that to be classified to be pertaining to the life and liberty of the citizen? All these questions need to be answered by you.
