But isn't it reactive?

What about the proactive or preventive mechanism?

I believe Government employees use governance as a pretext for their apathy towards common man.

Actually it is even worse.

Hello Mr.Known,

I strongly disagree with you - "Why Indians hate each other"!
Only the corrupted hate the educated citizen who question.
Only the thief hates the police.

Rest others are on the same boat try to help each other.
In a secular country like ours, i think we are never down to the level of hating each and every fellow Indian !!!

It is not just hate i feel but helplessness. No matter what ever one wishes to do, it cannot be done due to number of reasons. Finally people normally just let go, which is apathy, anyway, i believe if Earth's population had been low, maybe, just maybe this problem would not have been so acute. Maybe, it could have been.

But, heh, have faith, humankind is not completely dead, takes time to find a needle in a haystack.
