Educational Loan subsidy

For a relative of mine who is studying abroad I wanted to know the educational loan subsidy for him. In the absence of any instrcutions to banks with regard to educational loan subsidy I applied to the Finance Ministry wherefrom the RTI application was transferred to Ministry of Human Resource Department and orders are communicated and also mentioned that the orders are available in www.education.nic.in. I am happy though my relative could not enjoy the benefit, hundreds of thousands poor children could enjoy the benefit.
