Siddharth, it is the Office of the Accountant General,Orissa and Council of Higher Secondary Education, Orissa, I can submit the proof of their letter.

BTW Office of the Accountant General,Orissa is most likely a Central Public Authority . So they cannot accept Treasury Challan. Plz see their RTI page here.

But the Council is 100% State PA.

If no, how I should I get it in Gujarat using RTI ?

Hi Vipul,
We haven't received any circular from Gujarat yet. Some of our activists have filed RTI for it already but haven't received anything yet...
Meanwhile it'll be useful if many other ppl file the RTIs as per the format available on Circulars Issued by the DIG, Orissa about guidelines for arrest - RTI Directory
