| Hi all, Just wanted to bring this to notice of everyone here, that I've filed an RTI to the DG of Police, Cuttack, Orissa (as attached).Due to increasing misuse of the dreaded law 498a in the country by the unscrupulous wives, and the atrocities of the police on innocent citizens based upon mere complaint by the wives, the Supreme court passed a landmark judgment providing guidelines to the police about making arrests.Following this judgment, the Commissioner of Police, Delhi also issued a circular to the state police with the guidelines for arrest. Similar circular is also issued by the CP of Hyderabad. I blogged about it as well. Instructions in these circulars:
Ofcourse, as expected the DGP office immediately found a silly excuse to reject the RTI application so they don't have to provide any information . In return I also sent another letter (as attached).Now I'm awaiting further escaping excuses from them!

| An update on this RTI :Today I received a letter from the DIG Office. It is just an intimation that my RTI has been forwarded to the Addl. DGP, HRPC, as the information asked is closed related to his area.The good thing to deduce from this is, that the letter I sent them regarding accepting my IPO as mode of payment, along with the SIC judgment, got accepted and they've now accepted my IPOs as the fees for application. Clearly, the earlier rejection letter citing the Orissa RTI rule, was only an attempt to frustrate me... But little do they know, that I'm not a being who gets frustrated so easily! ![]()

Its not just the website creators who are stupid... but the whole machinery works on the same It seems, we know that the info given on the SIC website is false, but the PIOs apparently don't know that... So we can still qoute the same to the PIOs to make them accept the IPOs or other forms as fees.

Good news! I recieved the reply to RTI from the ADGP office today. They've sent the copy of a circular number 2927/HRPC(NHRC) dated: 13-03-2001 issued by the DIG Orissa and a 15 page small booklet titled Guidelines Regarding ARREST.I'll post the scanned copy of the same tomorrow. Meanwhile, it'd be great if anyone in Orissa can casually visit any police stations in the state and see if the same circular and guidelines/booklet is posted on the notice boards as directed clearly in the circular. Please do let me know if you do not see this on the notice boards along with the PS details.

| Here you go... The scanned copies of the Arrest Guidelines issued by the DIG, Orissa way back in 2001. ![]() Now lets find out how many arrests by the police have an obedience to these guidelines. Especially, most of the arrests of the family members of husbands under IPC 498a are completely illegal and unjustified according to these guidelines. So what should be done to stop these atrocities of the police on the common public? ![]()

We have got some circulars from Mumbai DGP office too on the similar lines(following Joginder Kumar Vs State of UP, SC judgement of 1994), will start a new post thread on this. Now we have to unearth similar circulars from other states too. |
