No, you cannot prosecute such an applicant. He is just exercising his right under an act of parliament. Just because, info is voluminous it does not mean that he is misusing RTI.

As a citizen he is exercising his right to Information which cannot be denied. Act has provision of penalties for PIO and not for the applicants.

anbuthenrel, misuse of any law is as extensive as its legitimate use. as of now, there is no provision to punish an applicant seeking information with oblique motives. it should remain so if RTI act is to retain its cutting edge.

RTI can never be mis-used. if you have the information you have to give it if asked . if you do not have information you can say information is not available . more over information is not given free of charge . they charge for xerox copies. so RTI can never be mis-used. so punishing information seeker is not possible and not justified.
