    Post Implementation of RTI act in Police (Crime?Traffic) and the PIOs and Apios in these departments.

    I would like to know about the implemetation of the RTI act in the Police Departmentsof Bangalore City ( Both Crime and Traffic). If this department is also covered under this act is not mandatory to publish the PIOs and API0s in their Web sites.

    1) Shri V.Ramaiah, DCP PRO & Public Information Officer,O/o the Commissioner of Police,Bangalore City.

    2) Shri B.R.Galagali,Administrative Officer & Asst.Public Information Officer, O/o Commr.of Pollice, Banglaore City.

    3) In PS Sub Inspector (Crime-1) is PIO & Inspector is FAA.

    Sample questions :

    Please provide me following information under Right to Information Act 2005 related to xxxx department
    1. Under Section 4 (1 )(a) of Right to Information Act 2005, all public authorities are suppose to maintain all their records duly cataloged and indexed in manner that facilitates the Right to Information. In this regard, what steps have been taken by your department to meets the obligation under Section 4 (1 )(a)? Please provide details of steps, mechanisms, process and/or systems adopted by department of to fulfill this responsibility.
    2. Please provide details of instructions/orders etc. received from superior authorities with respect to implementation of the Right to Information Act. 2005 by xxxxxxxx department.
    3. Under Section 4(2) of the Right to Information Act 2005, all public authorities have to "Suo Moto" disclose information pertaining to their functioning as per the 17 points listed under Section 4(1)(b). In this regard please provide the following information in respect of xxxxxxxx dept:
      • Has your departments "Sou Motu" made public, information falling under all the 17 points listed under Section 4(1)(b).?
      • If yes, please provide information regarding the medium and format in which the information has been displayed.
      • Is this information is easily accessible? Please list the options available to the public to access this information.
    4. What steps has been taken by your department to provide as much information as possible "suo motu" to public so that they do not have to apply under section 4(2) of the RTI Act 2005? Please provide the details of step taken.
    5. What steps have been taken by your department to disseminate widely the information with respect to Section 4(1), in a manner easily accessible to the public? Please provide details of step taken for dissemination.
    6. Has your departments updated the information listed in the 17 points under section 4(1) (b)? If yes, then please provide the dates on which the information was updated, the process undertaken to update the information, the name and designation of officer(s) in-charge of ensuring the information is updated and made available under section 4(1)(b) of RTI Act 2005.
    7. Has your department put up notice boards under Section 4(4) giving the details about the PIO in all their offices? If yes, then please provide details of office/departments orders send to the concerned offices/departments and action taken report from them.
    8. Has your department published all relevant facts while formulating policies or announcing decisions that affect the public as required under section 4(1)(c)?
    9. a. If yes, then please provide details of notifications, orders, government resolutions, circulars and any other means of communication or documents, files including file noting through which the same was carried out..
    10. What steps have been undertaken by your department to ensure that it provide reasons for its administrative or quasi-judicial decisions to affected persons? Please provide details of process, mechanism and/or systems that are in palace to meet this obligation under section 4(1)(d).
    11. What system is adopted by your department for booking of complaints? Has your website published phone no. of complaints center? Are these phone numbers easily accessible at your website at the main page?
    12. What is procedure of booking a complaint through your website? Are the links to complaints page easily accessible and visible to visitors on the main page?
    13. In how many days a complaint received at your website is forwarded to the concerned officer?
    14. With respect to the points above, I would like to inspect the said work under section 2(j) (i) of the RTI Act 2005 . Please let me know suitable date and time for the inspection.
    15. Please provide me name, designation and address of First Appellate Authority who should be approached in case information received from you is incomplete or unsatisfactory.
