I feel to bring about complete transparency, accountability and to make RTI act more effective: 1) Proceedings of the SIC / CIC should be aired live on a TV News Channel.(Like they do it for Loksabha/ Paliamentary proceedings) Except where the proceedings falls under section 11 relating to the disclosure of third party information or under section 8 where the subject matter falls under exemption from disclosure of information. Such proceedings which fall under section 8 and section 11 shall be recorded and aired later on if the outcome of the appeal is ruled in favor of the appellant. 2) Live proceedings should be interspersed with intermittent views of Entrance, Reception, Lobby for the people to get an idea of the enviroment, treatment, facilities at CIC / SIC 's office. 3) Everyday the list of appeals to be heard should be uploaded on their website, so people know what to look forward to during the day on TV. 4) Everyday outcome / judgment on the listed appeals should be uploaded on their website (Like they do it for Supreme / High Court Judgments). |

I doubt if appellant will be allowed videographing the proceedings at his own cost, at present... forget live televising.

I understand that is is easier said then done. A hunger strike, candle march by some organisation may do the trick. Once achieved it may usher in a revolution. |

What a nice dream of Live broadcast !! Believeit or not. The Kerala State Information Commission holds its hearings "IN CAMERA". This is my first hand information. When the hearing of another case was in progress within closed doors, I was stopped even reaching near the closed room lest I may hear it. |

I think just by making the proceedings live will change the implementation of RTI, Act dramtically. For example PIO will have to face the camera live and explain why he did not provide the info - it would be terribly embarrasing for him, as anybody and everybody can tune into the channel including his colleauges, seniors, members of his family, relatives etc and watch the proceedings, its like PIO looking into the camera and saying ki main paachvi paas se tez nahi hoo!! I think this will dramatically reduce the number of cases reaching IC's office, as nobody has the courage to face the music live!! Moreover media will follow the PIO as soon he comes out of the office with a barrage of questions. The appellant will be heard and watched live by one and all and has to be more meaningful in his arguments. And above all the IC will be live and has to deliver judgments which are correct, lest face the wrath of aam aadmi, media etc. Also IC from one state can learn from the proceedings of IC of the other state which will result in set standards and uniformity in functioning. > this is nothing but WISHFUL THINKING. plz come down As matter stands Video Recording of CIC proceedings are a very long standing demand from info seekers due to some unsavoury incidents. Even Some times back the CIC itself was thinking of putting CCTVs inside it's premises. Video Recording of judicial proceedings is not at all a bad idea. So also it's live coverage. It's time has already arrived. And it should be vigourously pursued. Live coverage apart all Judicial/Quasi Judicial Proceedings should be recorded and if possible should be aired. Plz see this post. Judges take historic step, allow cameras into court |

I feel out of many strong points of the RTI, Act, two strongest points are section 6(2) and section 8 ( 1 )( j ) which makes an applleant a master. Under Section 6(2) "No reason is required for requesting information" Under Section 8(1)(j) "Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person" This means a person has a right to know without any REASON, without any LOCUS STANDI and he/she has a right to know at par with the Parliament or a State Legislature. So if an application prima facie does not fall under section 8 or section 11 every citizen has a right to know about it without any reason or locus standi. When every citizen has a right to know why not cover it Live?? Thoda aur wish karo, Dish(Air) karo!! |
