is there need to pay Rs. 10 fees again to appelate authority if the PIO has given incomplete information? if yes, whom should it be paid?

For filing First appeal with Central Public Authorities u dont need to pay any fee for FA. In some states applicant needs to pay fee for filing FA. Please check rules. THESE RULES ARE AVAILABLE HERE: RTI Guide
If its PA under Madhya Pradesh state Govt. , u need to pay Rs. 50/ (by cash or non judicial stamp) as fee for first appeal. Please see: Madhya Pradesh RTI Rules and Fees and MPSIC - RTI Guide
