    Whom should I address my RTI application to ?

    Do i have to direct my enquiry to a particular department PIO- say HIGHER EDUCATION PIO, to get a valid answer, or it gets directed to that department once they sort out the content of my request ?

    You have to address it to the PIO of the "Concerned public authority" which is holding the information - as far as you know.
    If the recipient PIO finds that all or some of the information is likely to be held by another PIO, then he will transfer it under Sec6(3) to the other PIO.
