RTI Chandigarh helpline completes two successful years
I am thank full to all friends and well wishers.Mi RTI Helpline which I started on 15th August 2008 has completed 2 years and it has been very successful as I have received thousands of queries on my Mobile 09872692400 during this period.AS I personally talk to every body the problem is solved on the spot . These are lot of repeat calls from all over India even from Indains based in other countries.

Sir, do guide me on an rti query.
How should i deal with the issue of misleading information and false information given by the pio of a delhi government undertaking.
Shoud i
1. File a complaint under sec 18 1 e which of course will take time
or 2. Do i file another rti seeking correct information explaining in brief the vagueness and inaccuracy misleading and incomplete information provided earlier.
How should i proceed in the matter?
I would like to give details of the case only if you seek them for i find it that websites encourage auestions that are general in nature for the behefit for all and not to individual cases.

Dear Sir,
In continuation of my telephonic discussion with you, I would like to have your valued opinion regarding certain RTI related queries.
1) I submitted one RTI application on 19/04/2010. Without receiving any response even after a period of 45 days, I submitted 1st appeal , in which I specifically mentioned that I wanted to opt out the appeal hearing, particularly when I did not receive any reply till date and SPIO is to clarify the reason why he had refused my queries. I was asked by the FAA to appear the appeal hearing on 14th July, 2010 . I immediately sent one e-mail informing that I might be exempted from appearing the proceedings and requested to provide proper information sought for. On 23rd July I received ‘misleading, incomplete and irrelevant ‘ information vide letter dt 28.06.10, ( dispatched on 16th July, 2010) nd I was also asked to “ inspect Department’s file on 12.07.2010 . ” It is obvious that I could not attend for inspection , as the letter was dispatched on 16th July and reached at this end on 23rd July,10.
The most pertinent point is that the FAA sent a letter to the Secretary, SIC and a copy of which was endorsed to me. FAA admitted that “ requisite information was provided to him after stipulated period which is highly regretted…” and finally the LEARNED FAA concluded with this remarks--- “ Under the circumstances and in absence of any communication for not attending in either occasion from his end , the present appeal case stands disposed of.” IS IT NOT A FALSE STATEMENT ?
I don’t know whether the e-mail sent to his Department reached to him or not , but in my 1st appeal I specifically prayed for not attending the hearing.
Secondly, as already explained that nobody can attend for inspection of files etc on 12th July, 10, when the concerned letter was dispatched on 16th July, 2010.
On what ground the FAA is entitled to dispose of the appeal in this case, the appellant’s absence in the hearing should not be considered as a valid reason of disposing of the case , ignoring the merit of the case and particularly when it is the onus on the PIO to explain his stand on any hearing proceedings, as per RTI Act, even the appellant is absent.
2) Another FAA had asked to submit the appellant certain documents , which should have been in possession of the concerned PA, and in earlier occasion the same appellant had furnished the same documents to the FAA, in presence of the same SPIO. Neither the PIO nor the FAA informed that those documents were not available in their custody. What should be the appellant’s course of action ?
