Unanswered: Duties of PIO

(1)What are the duties or responsibilities of a PIO?
(2)Under RTI Act-2005 whether the PIO has to be satisfied first with the info that he sends to the applicant?
(3) Whether the job of a PIO ends after he has sent the application to the departmental head to send the info directly to the applicant?

The duties are clearly given in Section 6 to 11 of the RTI Act. Of course, as a staff member of the Public Authority, Section 4 will also apply to the PIO. Certain portion of Section 18 to 20 will also apply.

Further, he also has to send the quarterly report to the AA and the annual report every year end.

Its not possible for me to spell out all these in one go. I am afraid, you will have to read all of the sections stated above.

Can relevant portions of sections 6 to 11 and section 4 of RTI Act-2005 be posted vis-a-vis the query. This could make it easy to understand.
An info seeker may not be fully aware of all the potential of different provisions of the Act as may be applicabe to his/her peculiar situation.
My experience is the APIO/PIO and appellate authority in league try to hold info that might expose the corrupt or irregular practices of the department. They even try to admonish the applicant using RTI Act-2005 for seeking info from the departemnt.

Well, you are partly right but please dont blame all PIO/AA. There have been many cases where the AA directed the PIO to provide the information. Some may try to admonish the applicant, but a great majority do offer co-operation.

Things have improved in many areas. We have better roads, cleaner gardens, one gets passports & ration cards in time, transparency in competitive examinations etc. and so on. The problem is that cases of positive attitude of certain public authorities are seldom posted in such forums. No wonder, the CIC has put up the "Best practices" and other allied matter on their site.
