Section 6(3) provides for transfer of a part of application or as whole to another CPIO and is a bg safeguard against CPIOs declining to furnish information on the pretext that it is not under their jurisdiction. But, how far does it really extend? Does such a transfer have to be limited within PA, City, State? Somewhere in this forum (long back) I had found a thread which mentioned as to how the Karnataka Govt. has modified the RTI Act. It mentioned ammendments which restricted the applicant to asking information concerning just one PA. And an RTI application in Karnataka can not be longer than one page. (Im not sure if it was Karnataka or some other state). So how far does 6(3) really go? In some States and Union Territories such as Chandigarh, the RTI fee was hiked 5 times for all things. Thus I was wondering if an application made in Punjab (where RTI fee is still Rs.10) could be transfered by the CPIO in Punjab to a CPIO in Haryana or Chandigarh. If yes, then what would be the cost of information applicable? |

If this is possible, then it could prove to be a real savior for people like ourselves, and a big blow to corrupt bureaucrats who are hiking RTI fees to discourage people from seeking their right to information. |
