Need Help: MTNL mumbai new connection

I applied for new mtnl connection (combo plan: broadband+land line) before one month.No action was taken and when I inquired about that, I got a reply that there is no option in your area to provide broadband connection and it may take two months to install a new dsl etc. When I said that others in my area have the connection, he told that we have tried to give by tying up with another line now it is full. Then Why they did not tell us at the time of filling the form and now after wasting one month I am getting this answer. Can I file a RTI and will get any advantage. If yes then how to pay the fee of RTI ( i.e. by cheque) I do not want to go there again.

If there are logistical and technical constraints, RTI will not be of any help to you.
