How to frame questions?

this is regarding framing an application under RTI Act 2005. I had with great difficulties got certain info from CDA( O) PUNE -1.In gist these are:
- A copy of the Auth relied upon to restrict my claim on conveyance of pvt car consequent to permt posting from Panagarh to Meerut was sought.It was not provided by PIO. The appellate auth which is the CDA himself provided me a copy of the dTE OF tPT , WB notification published in 1993 though there are umpteen numbers of fresh Gazette Notification on records.Appellate auth in it's reply also claimed that RMA station wise based on the station orders published by the respective stn cdrs are in fact already on their website which was not and now been posted without updating based on the latest Gazette Notifications of the respective states. In my case CDA restricted my claim on conveyance of my car Maruti 800 from PANAGARH ( WB ) to Meerut to Rs 5579/- stating RMA ( ROAD MILEAGE ALLOWANCE ) BEING LOWEST @ Rs 3/50 per Km for Panagarh. What is the relation between RMA and the TAXI fare at the starting station approved by the DTE OF TPT is only known to CDA and GOD almighty.
What i am interested to invoke RTI Act to ensure that CDA Pune update it's website forthwith quoting auth relied upon and clarifying their stand on my claim as well. It has universal application across the board and affect almost all officers adversely .
pl help me now to frame my RTI application on this issue.
