Need Help: where I can prefer first appeal

I sought information from the director of Ayurved regarding some quiry, but the pio send application concern college the college also not replied within stipulated time Then I prefered first appeal to the Director of Ayurved , after appeal the college send reply, but I m not satisfied college reply.
My quiry is weather I can first appeal to the College, or again appeal to the director of Ayurved

In case you are not satisfied with the reply of PIO you should prefer first appeal within 30 days of the receipt of information.

You should file your appeal under section 19 of the RTI act to First Appellate Authority.

File a "Addendum to First Appeal" with the same FAA where you filed your appeal the first time.

Clearly state that this addendum is being filed (even though a earlier First Appeal dated....was filed) because the concerned PIO has now replied vide letter....dated....
