Hi all,

This is my first post over here. I need help in drafting my first RTI application regarding the details of road maintenance in Noida. I need to know how to proceed? Can I do that through email?

Thank you so much. Its what I was looking for. But just to confirm evertyhing:
1. First I have draft the application. Application should be sent to SPIO of NOIDA.
2. Post it at the Noida (Development Authority) with a demand draft of 10 Rs.

Is there anything else I need to do? Once I draft my appliction, I would like to verify by any other member.

1. Draft the application
2. Address it to the SPIO (State PIO) of the authority that is in-charge of road repair and maintenance of that area.
3. Application fee is Rs. 10 payable by DD/BC/IPO
4. The application (along with payment of fees) can be submitted by hand, registered post ad, speed post, etc.

Please draft your application and post it here for further help from our members.

I am done with the first draft of the application. But where to upload it so that you or some other member can review it. Along with the application I would also like to upload the map of the street for which I want to get the details. I am planning to send this map to the concerned authority by post.

The RTI application is fine.
Just check the relevant UP RTI Rules and Fees before submitting it.
They are available in the guide section.

I also suggest that you attach the google earth picture to your RTI application and mention it somewhere in the application. This will enable easy identification of the exact geographical area.

but 'Guide' section has rules only for Assam, Arunachal pradesh, Bihar and Maharashtra. I could not find RTI rules for Uttar Pradesh. Please tell me if I missed it or upload it if you have the document.

Few more queries :

1. To whom my demand draft should favor?
2. In the guideline document, there is a point:
Other charges: Information in A-3 or A-4 size paper….Rs.2 per page, Large size: actual cost, publications: actual cost. CD: Rs.50/- per CD. Inspection: Rs.10/- for first hour and Rs.5/- for every 15 minutes or part thereof thereafter.
I do not have any preference for the type of paper or mode of their response. Then how should I pay for this cost?
I am going to tell in my application that I would like to inspect the road in their officer's presence so do I suppose to make the inspection payment in advance along with my application?

Can you please provide me link of the web site for RTI rules for Uttar Pradesh? As I want to read them thoroughly. After the search I found this site : http://upsic.up.nic.in/. But I am not able to access it.

After you submit your RTI application, in case there are any more charges (additional charges for providing information like copies, inspection charges, CD, etc.), the PIO will inform you in writing regarding the total amount to be paid, how the total amount was arrived at (details of calculations), whom/how to be paid and details of the First Appellate authority in case you want to go for First Appeal. Only after receiving this notice - you have to pay the further charges.

Please report back in case the PIO charges you inspection charges for "inspecting the road along with the officer". I am personally interested in this since I have never heard of inspection charges for "in-situ" inspections or "site inspections". I have only heard of inspection charges being levied for "inspection" of documents. Therefore I am interested in knowing how the PIO responds to this and whether he charges anything or not.

The intervening period of the PIO asking you for additional charges and you paying them, will not count in the 30 day period.

Now I am ready to dispatch my applicaton. Just have to get the demand draft of 10 rs. Its really a hassle. I dont know why Government has put this restriction of 10 rupees. If it were not there then all these query could have sent online.
Anyway, I will keep informing you about all progress, specially about the inspection charges.

Feels so good and satisfying after reading these news. These are the things which makes me feel that yeesss now India will change... now we will progress in the direction of becoming a true democraric country. No democracy can exist without the active and genuine participation from public.
