rent control in chennai

hi !
the best phrase for landlords in chennai is "BLOOD SUCKER".I was astonished to see the head weight they carry even if they own a 500 sq ft flat in chennai. even for drilling a pin hole you need to have written permission from the land lord or else 5000 /- pernality will be deducted from the 10 months huge advance.

pity on that govt who has closed his eyes,ears and mouth for the suffering tenants.

IS there a right place where i can approach for a solution to this?

A mischievous and yet the right thing to do is to check if the landlord has paid income tax on the rent. Most likely he hasn't.

i think no tenant has guts to do it because tenats usedto be very needy.
