Need Help: Accountant

I am working in a Government Department on deputation as Accountant, having its Headquarters(HQs) @ Delhi. Functions of HQs in management of Accountant cadre includes :

1) Recruitment of Accountants within the Accountant sanctioned strength of HQs by 80% from Direct Recruitment Quotas(DRQ) and rest 20% by Departmental Promotion Quotas (DPQ).
for eg.if the sanctioned strength is 500 and 400 is existing strength then 320 should have be from DRQ and 80 should be from DPQ.
And the balance 100 should be divided such a way that 80 are taken by DRQ and 20 by DPQ
2) taking people on deputation in DRQ and giving them extension for tenure upto max-5 years

As per the latest HQs vacancy position there are around 90 vacancies among sanctioned strength and all these pertain to DRQ and not DPQ. This 90 vacancies are also going to get abolished.

Having put 4 years of deputation service and come under DRQ, but I am being asked to get relieved. The reason being said is that there are 20 DPQ persons who have to get accommodated. I do not know how DPQ persons can be accommodated against DRQ, which is against Government Rules.

I am eligible for one more year extension. Also I will be permanently absorbed as Accountant if I continue for one more year as per rules.

I do not know what to do. Kindly help

Records available with Administration are : Roster Register (seperate for Direct Recruitment Quota(DRQ), Departmental Promotion (DPQ) are seperately maintained) which has information on persons getting recruited under DRQ or DPQ and it has to be strictly to.

Yet eagerly waiting for any suggestions on how to handle this.
In short my promotion as Accountant will be denied if I am repatriated due this wrong calculation of vacancy position by HQs @ Delhi.

Most members of this forum seem to be unable to understand your problem (like myself). Also, in such matters it is best to hire a service matters lawyer. He alone would know what documents you can seek which strengthen your case in CAT.
