Need Help: Minimum wages

On the request of one of our friends, I'm putting up an RTI application which is aimed at guaranteeing minimum wages to some workers. Kindly pass your suggestion on the content please:-

1.Name and Official Address of all Divisional Engineers and Sub- Divisional Engineers working under XXXXXXXX.
2. Certified photocopies of all award letters issued on or after 01/04/2007 for tenders for hiring linemen staff /phone mechanic/fault repair mechanics.
3. Division wise total numbers of linemen/phone mechanic/fault repair mechanic working/worked since 01/04/2007 till 31/07/2008.
4. What has been the period of employment of each batch of workers employed through each tender?
5. Which Acts or Laws or policies or guidelines govern hiring of contract labour and the wages paid to them.
6. In case of policies and guidelines , please provide me a copy of the same.
7. What audits or inspections have been performed to check for compliance with the said acts or policies or guidelines.
8. Kindly provide me with a photocopy of the audits or inspection reports .
9. Kindly provide me with a list of contractors who have been charged with non-compliance of any of the governing laws or acts or guidelines or policies .
10. Kindly provide me a photocopy of contract licenses of all contractors which employed by the XXXXXXX's office in the last one year.
11. Kindly provide me the contact details and Name of the licensing officer authorized to issue contract licenses as per requirement of the section .11. of The Contract Labour Act, 1970.
12. Sub-section .2. of section .21. of The Contract Labour Act, 1970, provides for nomination of a representative duly authorized to be present at the time of disbursement of wages by the contractor and it shall be the duty of such representative to certify the amounts paid as wages in such manner as may be prescribed. Further, sub-section .3. of section .21. of the same act makes it mandatory that the wages be given to contract laborers in the present of the said representative. Kindly provide me with a list containing names of such representatives along with the names and designation of the nominating authority .
13. Kindly provide me with a photocopy of the “register of wages” maintained by the single largest contractor employed by the XXXXX. These photocopies must be of period pertaining to the last 6 months.
