Passport Renewal

My passport expires in February, 2008. I had this passport issued in Assam some years ago. My questions are these:

May I renew my passport in Mumbai?
What would I need to do the above?
How long will it take?
How much will it cost?
Where is the passport office (is the one in Worli the only one?)?

My fiance's passport has expired. He had it issued in Bhubaneshwar a few years ago. The same questions for him as well. Is it possible to renew a passport that has expired, in Mumbai, when it was issued in Bhubaneshwar?
