can we get info.from private sector service provider, like as bank or telecom sec.

hi,
can we send RTI application to major service provider in private sector like as bank or telecom.and insurance
as per sec.2(F) ... information relating to any private body which can be accessed by a public authority under any other law for the time bing in force.
and sec 2(H) ... public authority means any authority or body or institution of self gov. estabilished or constituted -
b) by any other law made by parliament
d) by notification issued or order made by the app. gov. and included any -
1) body owened, controlled or substain. financed
thus we find that their permition to working in private sector by act made by parliament and they are also controled by various athourity like as TRI, Reserve bank, IRDA etc. so why not we file application ?
i think there is no problem to them to disclose inf. about customer's owen information if he demant.
