You have to file a RTI Apoplication with the PIO of the Regional Labour Commissioners office. The details of PIO are available here: http://www.kerala.gov.in/reportsdouments/ria_lab.pdfSponsorer
Your RTI Application has to be as per the RTI Rules and Fees for Kerala.
