Hello. U can ask to the Passport Officer located near u or U can ask to the CPIO, Ministry of External Affair, Govt. of India.

You can ask for information to the Regional Passport Office of your area or with the RPO where you filed your passport application.

Your RTI application has to be as per RTI Rules applicable to centre and should be accompanied by a DD/BC/IPO of Rs. 10.00 payable to "Accounts Officer".
