Hello friends

Does "
VANITHA SAHAYAVANI (VSV)" women helpline comes under RTI if yes how could i obtain a copy of the complaint given by my wife and my mother in law on 7th june 2008 complaint number VSVFCC2008/53/08

Dear Praveen,
A bit of googling lead me to the said organizations website. here is something I quote directly from its website

The Bangalore City Police has initiated the women helpline named Vanitha Sahaya Vani (Women helpline) on 22.1.99. Any person can dial to telephone No.1091 in respect of any Women in crisis situation. The volunteers and women police personnel work from 8 am to 8 pm on this helpline to provide the following services:

* Telephone counseling
* Immediate rescue of women in crisis through trained volunteers and police
* Short stay home
* Family counseling
* Rehabilitation
Moreover the website's address is ::www.bcp.gov.in::

The website ends with a suffix of gov.in which means it belongs to a government body. Thus it can be concluded from the above that the organization is under the purview of RTI Act. You can accordingly file an RTI application at the police headquarters quoting the above file number etc.

Strangely enough, the Bangalore police website does not have any RTI links on it. No disclosure and not even a list of PIOs. Being one of India's major cities, I find it hard to digest. Since you are already going to file an RTI application we would request you to include the contents of this communities file created under the "Proactive disclosure campaign". Kindly squeeze in your queries at the top of the list of queries in the given file. You shall not only be able to do a greater good, but also your application shall be dealt with more seriousness as the CPIO would understand that you have access to the members of this portal () and that you mean business.

Also in reference to your questions about the complaint files by your wife, state in the application that the information in regards to those questions pertains directly to your "Life and Liberty" as it the complaint might result in initiation of action against you by police and thus a direct threat to your life and liberty. Thus the information pertaining to the questions regarding your wife's complaint may please be made available within 48 hours in accordance with RTI Act 2005. (I think the relevant section is 7.1)

Yes the VANITHA SAHAYAVANI is working under Bangalore Police and comes under RTI act. You can very well obtain the copy of complain filed by your wife.

Yes it comes under Bangalore city police.
You can go to the office of the Police commissioner and just opposite to the visitors waiting shed there is a room.
You can contact the RTI clerk there where you can pay the required fee and submit the application.
If the clerk is kind enough he can give you the order immediately or you may have to wait for few days. Good luck.

Mr. Praveen ,as jiweteshawar said you can invoke "Life and Liberty" section to get the information within 48 hrs.
I had a very bad experience with VSV.
Though it is a NGO under the Police department they sometime issue a character certificate addressed to the jurisdictional police station which will put you in a mess.

Hello rafi

rafi i just wanted a copy of it my wife & greedy MIl had already visited the police station but the police officer inssited on regestering a case

in vanitha sahayvani she had complained that i have mental disorder which would be helpful in the onging case in the family court which i have filed under section 9

in ur case charcter certficate means the police will arerest me once they receive it

please guide

My case was different.Not a marital issue.
A Lady had made a frivolous complaint before the VSV against me to harass as i had some civil dispute with her husband on whom i had lodged a cheating case.
She used the old classic trick of misusing the respect society shows towards a woman to lodge a frivolous complaint against me at VSV.
I was issued a summons and i appeared before the counselor where she tried to settle the matter and most of the time the counselor was taking side of the complainant which i felt was a wastage of time and decided to place the matter before the court of law.
I recorded the entire meeting with a voice recorder.
Later I was surprised to know that the Police Inspector who initially refused to register a complaint (he was known to the guy who cheated me) had got a character certificate against me from VSV stating that I had abused the complainant before the counselor which was a lie.
The Police Inspector submitted that character certificate before the lokayukta where I had lodged a complaint for dereliction of duty against the inspector , to trap me and lend credibility to his side of the story.

Luckily as i said I had voice recorded the entire meeting so that I had a proof that nothing that sort as alleged in the character certificate happened and I issued a legal notice to the VSV and got a letter from them certifying that no such incident had happened which caught the Inspector off gaurd.!
The essence of the story here is that all along there was a mis- use of law right from the person who cheated me ,the Inspector ,the VSV who were all in league to harass me.But I did not budge and used the RTI to get to the bottom of the real facts so that Justice prevails and is not miused by any one.And I did not let any one to misuse the law of the land.
RTI helped a lot.
In your case I dont know much about the facts or the truth in the case and if you really feel that you are being harassed and is bieng hounded mis-using the law (ironically law realted to woman are much miused in this country!)you can use RTI to get justice by applying for a certified copy of the complaint given by your MIL and Wife so that you can take preventive action against it before it is too late
And please note truth always triumphs and never misuse RTI.

And don't worry that a mere letter or complaint is not a certificate about your mental health ! A Doctor issues that !
Once you get a certified copy you can use that to prove that there version of the story is mischievous in nature.
