Dear Friend, I find Different state has got Different fees. Further Different office has got Different payee. If we dont know who is PIO RTI application can be sent to head of the institute but if we dont know the Payees name on which fees is to be sent how one can one file a RTI application? Further if the information sought for concerns the life or liberty of a person it should be replied within 48 hours and I think within 48 hpurs it is difficult to know the name of payee as many organisations dont have published this in there web sites too. eg in case of Indian railway I found if RTI application is to be filed at DRM office,Chakrdharpur Division the name Payee is Asst Public Information Officer, Chakradharpur . in case of DRM, Sambalpur Division it is FA & CAO, East Coast Railway, Bhubaneswar payable at Bhubaneswar. In such case how an application can be filed. if an application without requisite fees is treated as incomplete. There must be circular from CIc an application without fees must not be treated as incomplete and 30 days should be given to the seeker to send the fees. The 30 days should start from the date of receipt of application. 1. Application without fees are to be sent a letter informing required fees and name of payee and payble at which place. A time limit of 30 days should be given to the seeker from the date of despatch of letter. or, 2. The payee should be PIO, and should be payable at the place of office only.` |

Hi, It is correct that that different State Governments and Central Governments, PSUs have different fee structure, mode of payment. But it is not always in practive that they reply if the RTI petition is sent to HOD if who is PIO RTI. In my case based on the information from some officials in State Govt., I enclosed Rs.10/- court fee stamp and sent to PIO-RTI in Accountant General office, Tamilnadu asking details that concerns my life saving accumulated in General Provident Account, but the PIO RTI has not cared to send any reply in spite of reminders and remains silent for 8 months. If my mode of payment is not correct the PIO RTI should have informed me about the fact by post. But this has not happened. The prolonged silence of the PIO-RTI ofA.G.,Tamilnadu crates many doubuts as to whether the office is unwilling to furnish the details. Is there any way out? KRC |

Dear K R Chandrasekaran, Your mistake lies in sending your application on the advice state govt officials who might not be having any knowledge on the mode of payment of fees for RTI applications to Central Govt units. Instead, had you just gone through the web site of Tamilnadu AG AG's Office, Chennai - Public Utilities, you would have found out clear cut instructions on payment of fees. In fact to know the status of your GPF, you don't even need to file an RTI application. An on line facility for viewing the same is available at Accountant General (A&E), Tamil Nadu. Please try it out.

Dear K R Chandrasekaran, PIO of AG office was duty bound to guide and assist U in filing proper RTI appln under section 6 of RTI act, instead of sitting on it for 8 months. U can lodge complaint to SIC u/s 18. I add that I have posted details of Tamilnadu RTI Rules in GUIDE section of this page for guidance.
