Also before finalizing any draft of an RTI request please visit the CIC site, and use its SEARCH facility to identify rulings involving similar subject-matter or the same PIO or AA or public authority . This yields enormous insight into the RTI Act that those of us who are not legally trained are apt to overlook. More in earlier thread (http://www.rtiindia.org/forum/2128-r...re-widely.html). Going to the CIC website, and using SEARCH within that site to identify rulings referring to related subject matter, or the same PIO or AA or PA, can also help yield insight into (a) subtleties in the language of the RTI Act that those of us who are not legally trained are apt to miss or regard as unimportant (b) arguments or language favoured or not favoured by the IC. (a) Concerned Department: Ministry of Urban Development and
Municipality Corporation of Delhi
(b) Required information : i) Whether the officials of the MCD, South District are aware that RWA, C-1 Safdarjang Development Area has erected barricade i.e. overhead fixed barriers and gates on the public road at the entry point of Sahoday Sr. Sec. School?
ii) Whether any permission from MCD has been granted to RWA, Safdarjung Development Area for such unlawful activities?
iii) Whether MCD is empowered to erection and removal of above-mentioned barricades?
iv) Whether Traffic Police and RWA are allowed to construct such type of bars, barricade and gates on their own wish and withoust any intimation or NOC of any other institution may be affected with such construction?

Dear friends,


I want to tell that along with Rs.10/- application fee, the approximate postal expenditure Rs.40/- and we can just estimate the document fee i.e. Rs.2/- per page or any thing applicable for that state (as we will be roughly knowing how many pages it will be ) so we can calculate and we can add a little more and send a Demand Draft along with application it self, so that you can avoid delay for getting information .

So that Pio will be binded to supply the information without waiting for payment, because generally PIOs intimate applicants for cost of document and postal expenditure when 30 days are comming to complete. And then it takes One week to two weeks for the purpose of sending fees and receiving information .

So, I suggested an advance fees can be paid along with written application which we are writing on plain paper as suggested in above posts.

No NOt worry
Currently some officers are doing so THAT only on the eve of 3oth day all of a sudden they reply that the Expence is this much... but if they miss they have to provide the information FREE and the expence will be charged to THE individual IO or CPIO as the case may be + every organisation have there internal office policy that is IF one or five phocopies are there it may not charge to the RTI even to PMO they are giving few copies free.

So don't worry on delaying part as well You please remember only those days will be excluded till the time starting the DATE you are informed up to the DAte you have deposited fee.. means in all togather maximun they can save four five working days..

While moving in apple VERY easily you can establishe that the IO or CPIO was having an intention of not providing information

Its a great and informatiove discussion. But are there any thumb rules fro actual framinng, wording, etc? I can think of a few :
Assuming you are aware of some 'fishy' business in working of a public authority :
First ask what is the rule/ procedure/ directive/ executive order
Then only ask if it was followed in the particular case you want to know about
Next, ask if the above mentioned rules were followed
Next, ask who was the person responsible for this breach of rule
Finally ask what action has been taken against erring person, and if no action was taken, when the same will be taken

Welcome to the portal. Pl visit ALL ABOUT RTI and SUCCESS STORIES on home page. Your half an hour daily-15 hours a month for RTI will make huge difference in the way we are governed and treated by govt offices. In democracy numbers matter.
