Post Obligation of Managing commitee of Housing Society

I would want to know can a out going managing commitee call for a Special General Body Meeting with regards to repairs of the building premises and pass the minutes on the charges to be levied on each member. This meeting was called on 13th April in our society. The AGM of our our Building was held on 11th Aug. The elections for the new managing commitee is due on Sep. 3rd.

If no, can this meeting be represented as default of the bye laws of the Housing Society act. Also can this be represented as an election goody for the coming elections. And can the current managing commitee be disqualified under any particular bye law.
