In Kerala,there is no fee for First appeal and second appeal. Please go through the RTI Rules of Kerala available in SIC's site or Kerala Government site.

You have to pay fee only for the RTI application. There is no fee for first and second appeal.

The centre and each State/UT/Court/Legislature have their own rules regarding RTI and Fees. Some do provide for fees during First and Second Appeals. Please check the relevant rules - depending on whether your Public Authority falls under the centre or a state.
