re: ragging in college and action not taken by management

Hi everyone,

there was a incident in my college where some innocents were punished under the allegations of ragging.they fought in the court and won regarding the same issue.but what all the loss they have undergone could not be bought back.
this incident occurred last year.this incident was occurred just because of racial feelings.

coming to main issue, there was a serious ragging went on outside the college and college people raided and caught all the guilty people. the main issue starts here, after catching the guilty they should prosecute them with the anti ragging committee constituted according the UGC and SC regulations but they have constituted their own committee and let them off saying that they was no ragging at all and it is simply a serious nondisciplinary activity.but everyone knows what really happened.there was a serious ragging.
now i like to seek the details regarding the same issue using the RTI act. i like to know why they let off them without punishing them. please help me how can i approach them using RTI? how can i demand for a inquiry regarding this matter? is it possible to get the truth in this situation? i feel that they can manipulate the things as their life will be at stake if something goes wrong in this situation and even everything is in their hands as of now....

dear Madhav ,
I get there are two issues in your post .
1. How to get information of the case under RTI Act
2. How to make the offenders accountable for what they did

Regarding Point 1 : Generally speaking , If your college is Govt College , Govt aided college , you can get information directly from PIO of the college otherwise you can get it thru the PIO of university of affiliation . ( please read s.2 of RTI Act ) .

Regarding Point 2 : RTI will / may get you information on any subject subject to provisions of the Act . The information so received can be used to file complaint under other provisions of the laws . RTI Appl itself is not a complaint .

Is you college a Public Authority ?
Or is it a private college ?

If it is a PA it must be having a Public Information Officer (PIO)
You can file a RTI Application with the PIO and find out.
Since you are a student yourself, it is safer ask someone else to file a RTI Application in their name.

If it is a private college, the best is to complain directly to UGC.

Dear Dr.S.Malhotra,
i am very happy to see your reply. I belong to National institute of Technology Surat.
mainly i have two queries.
1.) if i file a RTI complaint, they will become alert and there are chances for manipulating the things as our dean of student welfare have taken Money from the culprits and let them off.
2.) some students were rusticated from the college last year on the allegations of ragging but as i told u they fought in the court and won.this time inspite of the court order they have formed an illegal committee as of before and let them off(this time incident). the students who were rusticated last time without any fault of theirs lost their valuable year. and the college is saying we are really sorry for that situation and we cant help u for the last year.how to fight against this situation as it is the fault of the college who didnot do the proper enqiury and punished the innocents. if they really want to compensate them they can even conduct special exams as it is a deemed university. but they are very reckless.
please help me out in this situation.
