Ration card

Hello I am Thulasi Raman working for L&T concrete in Goa. I am living in a rented house in vascodagama, goa. Previously I lived in Porvorim, Goa for 1.5 years. I shifted from my native chennai on job transfer. My name was in my father's ration card which I got it cancelled and got letter from the concerned officials. Similarly my wife's name was also cancelled from her father's ration card and now I have both the letters.
I was told that N.O.C from the house owner where I live is mandatory for applying for a new ration card. But most the house owners here are not ready to give any N.O.C.
Now please tell me what I should do to get a new ration card with my wife and daughter's name in it and the procedure and place to apply for it.
