Disconnection of Electricity for an entire apartment


For the last few months folks from BESCOM have constantly been threatening to disconnect the electricity connection for the entire apartment. This issue is out of the 80 apartments , 20 are unsold and belong to builder/landlord. The electricity bills for the unsold apartments have not been paid. All electricity meters are in the name of the landlord as we have not been able to get it transfered to our name which is another story. So the Assistant Engineers say that since all the electricity meters are in the same name, we look at it like a single connection and since there is pending payment we would disconnect all the connections. Is this right? Can i file an RTI for this? What is the right information to ask here? I would like to basically ask if there is any such rule that lets them disconnect the supply for an entire apartment.
