first appeal and RIGID format

my appeal will be to free ourselves from the RIGID format to file an appeal. Once an appeal has been made to PIO and info negated there is nothing but duplicacy to file first appeal in that format. It is repeatitive and can be avoided. wish some of the advanced members suggest some ways to symplify . i for one shall advocate flexibility so that the autocratic structural defects ( where the Appellate auth is the immediate superior auth of the PIO/CPIO) can be overcome . The clerks are trained to reject rather than accept keeping in view of the overall objectives. They are there to find water( read greasing money ) even from SOLID ROCKS .

Welcome to this portal having 9300+ members all over India. U R right that first appeal is not effective in most of the cases, mainly because there is no penalty for FAA in the act and he belongs to the same organisation. However, we have to follow the laid down procedure, before we approach CIC/SIC. RTI requires refinement as to first appeal. I have experienced that once U approach FAA for not getting reply from PIO, at least PIO is made to reply some way or the other!!!

we are log jam in statusquo. rti india . org in my opinion should fight for the simplification so that the movement reaches the lower rung of the society beyond a few select group especially english speaking all knowing indians.
First appeal is therefore is an expression of the people to defy , to break out and to bring change to the statusquo where a shut up call by a govt babu is enough to break the will power of the average indians.
Let's the statusquo of having to fill up an application as per format be done away with.

RTI India is only a discussion forum to provide help to individual netizens and not a place to organise any campaign or crusade.
