Through what mode does the PIO reply ? & which is the preferred safe mode ? 1. Registered Post 2. Speed Post 3. Ordinary Post 4. In Person (where ever applicable) 5. email Can we ask for the media in which we would like to receive the information ? I had seen some of the RTI applications mentioning a sentence "Please send the data through Ordinary Post" "Will be collected in Person" etc PIO may also need to have a proof that the applicant has received the information that he had sought through his RTI appliation. So that, if there is any dispute arising at later stages due to complaints of non delivery, how will the PIO present his proof. In other words.. How does the PIO ensures that the reply is received by the RTI applicant himself & not some one else ? Have any of the RTI applicants received a reply from the PIO via email ? |

The PIO can choose any of the methods indicated to send his reply. If he is a diligent PIO, he will take into account the volume of information, the postage costs involved and then decide accordingly. Unless the applicant has specifically requested for a particular mode/method. The forms you refer to exist in some State RTI Rules since some State rules provide for collection of Postal Charges for sending the information. In cases where the applicant has protested that he did not receive the reply (in Second Appeal stage), the CIC has relied upon the dispatch register or other evidence of dispatch (like post receipt, etc.). Some of our members have received replies from PIO's by email (I think mpai mentioned in one of his posts that these days giving ones email id in the RTI application gets a quicker response by email). |
