How do I get APSFC to respond to emails

All,

I have this extremely bad experience with the Ongole Branch of AP State Financial Corporation. I approached the bank for a loan and the manager and deputy manager were so indifferent and would not repsond to me properly and dont provide me the follow up actions. As a result, I have tried to look up for email addresses of the key officials including the Ongole branch APSFC and then sent them an email. Despite receiving the mails, the branch manager ignored my mails and does not respond. Further, when I called him on phone, he does not take my calls after knowing my name. Given this situation I want to ask the following:
a) If a AP Govt dept gives an email address, it is not necessary for them to reply to emails ?
b) How do I get the contact of some enforcement manager to discipline the ongole branch manager of APSFC.

I have sent an email to MD of APSFC as well, but there is no response.

Can someone help me please ?
