About house registry

i have purchase one house in vadodara. During registry i come to know the person from i am purchasing is by caste ST.As far as my knowledge there is no requirement of prior permission for buying house in such case. but the registrar official have hold my original paper of regestry . They want proper permission from commasnary office. The land owner has filled a application but they are not giving permission. i want to know what is the right procedure for getting permission for such case.
