You should approach
CIC and also pray for departmental enquiry against
PIO for definace of orders of a quasi-judicial commission, penalty to
PIO and also claim compensation for delay in getting the information. We shall have to keep on punching and things will definitely improve over a period of time. It takes time to change 60 year old mind frame of
babus. My second suggestion is to write to head of the PA with a copy of decision of
CIC and insist for disciplinary action against
PIO. If no action is taken on this application in a month, file
RTI application against head of PA
asking for reasons for not initiating departmental enquiry.
