Can any one draft a suitable application under RTI seeking cause of deduction and cause for not paying interest on late payment of DCRG

My father has been retired from service in Jan.'06. He was given his retirement benefit short by Rs. 50000/- of DCRG which was mentioned 'retained as overpayment'. In Aug.'08 he has received Rs36744/- on that account but without showing any reason of such deduction the department paid the amount. Nor the Dept. paid any interest for such late payment. He was an Rly employee. Can any one draft a suitable application under RTI seeking cause of deduction and cause for not paying interest on late payment of DCRG when it has been provided for in Railway Pension Rules. Please help me.

U can ask: 1.Please let me know details of payments made vide your letter .......dtd....... copy enclosed.2. Pl inform me reasons for not paying interest for delay in payment of my retiral benefits, 3. Pl intimate to me reasons for deductions made from the terminal benefits. The application has to be filed by your father, by giving details which will enable the office to locate his file and record eg employee number, photocopies of letters received with payments etc etc. All the best to your father.

instead of asking for "reasons " , plz ask for (1)certified copies of file notes wherein reasons for not givinng interest are noted .(2) certified copies of rules/Govt orders under which interest was not given.

Applicant is entitled to reasons under section 4.1.d which states "Every public authority shall provide reasons for its administrative or quasi judicial decision to affected person". Asking for copies of file notings and relevant circular copy can also be included in the list of queries.
