Need Help: Suggest How to get the contractor details.

Hello Friends,
I know a person in my village, he is Civil contractor, he take care government contracts (such as construction of houses for poor people, connecting roads etc).
He earns huge money by constructing houses and roads with very poor quality and norms .
A few years back income tax raid happened on him, even though he is not changed still he is evading income tax and also cheating government and people by doing very poor constructions.
To prove his guiltiness I would like know below details
1) How to get the status and details of his income tax case (settled or still running).
2) How to inform to government about him.
3) How to get the contractor details.
4) Whom should I write RTIs to get the above information.

Query 1 : If there is no case against the person , you will not get information from Income Tax Deptt (exempted u/s.8(1)(e) , 8(1)(j) ) . If some IT case is going on and not finalized , you will not get information till it reaches finality ( add s.8(1)(h) to 8(1)(e) , 8(1)(j) ) .

Query 2 : simply go to Income Tax website , find the right officer and inform him in writing
Query 3 : Find the department he is working for , then seek details under RTI Act about the tenders / work he has procured from the department

Now income tax is tricky thing there is one CIC desiscion find attached ( here you have prove that you want this information for disclosing tax evasion )

2) How to inform to government about him.

all agencies /organization ( govt/state/central) will give you bids received and final contract entered into for any work now you have to complain to these very agencies if you think some thing wrong.

4) Whom should I write RTIs to get the above information.
all organization you think performed / done some work in what you have said ( PWD - state govt. ) etc

To get the status and details of his income tax cases you have to first know his PAN No. Then you can file RTI to Income Tax Department for his status of tax paid for past years. Wait for the details to come to your hand. Secondly when you have enough details and proof against the Civil Contractor, then you approach Vigilance Department of your locality/District. You can get the details of contracts civil contractor is dealing by approaching District Development authorities. Here also you can file RTI to get details of contracts held by Civil Contractor.
