It depende on the public authority to whom you are submitting the application. Many times it is 'The Accounts Officer, _____________________'.
Alternatively, you may even leave the leave the field blank, and request the
PIO to fill in the appropriate name. In such cas, clearly mention this fact in the
RTI application itself.
