U can use RTI in this matter. First submit a detailed written complaint (on paper in hard copy) & send it by speed/registered post. Wait for 15/20 days, if no action file RTI application with PIO of concerned authority.

If U have submitted any complaint (in hard copy whether submitted by hand or sent by speed/regd. post) earlier then directly file RTI application with PIO of concerned authority.

Your RTI application to SPIO/PIO (State Public Information Officer) of T.N.H.Board has to be as TAMILNADU RIGHT TO INFORMATION RULES - RTI Guide

While filing any RTI application please remember:

1) Make sure you ask for information not for opinions/clarifications.
2) Never forget to sign your Application
3) Check the relevant RTI Rules regarding fees and make payment accordingly.
4)Application must be sent by Registered or Speed post so that you have a proof of delivery or you can submit it personally in PIO's office after receiving
due acknowledgment.
