information about obtaining OBC Certificate in Delhi for Jat Castes

I am a aretired Central Govt employe and residing in Delhi since 1969 and and have my own house in Delhi since 1974. My grand daughter who is now 13 years old whose father expired in an acident in 1997 and his mother go remarried after one of the death of my son. My query is that :

a. I belong to Jat caste and want to obtain a OBC certificate for my grand daughter.

b. What is eligibility criteria or procedure for obtaining OBC certificate for her.

c. Whether I can get an OBC certificate for her from Govt of Delhi.

d. My younger son has already got the OBC Certific ate from Delhi.
