"Lot of water has flown under the bridge" - but still no penalty !

Applicant applied for information to CPIO, Oriental Insurance Company, on 20/11/2006 and even after 22 months and 3 hearings in the CIC, no penalty imposed on anyone, as yet. IC Tiwari passes the matter back to the FAA and gives him another 3 weeks to fix responsibility:

In view of the fact that a lot of water has already flown under the bridge, the Commission, in order to clear this impasse, directs that the Appellate Authority, Shri S.K. Chanana, General Manager examine the matter and submit a report to the Commission within 3 weeks from the date of the receipt of this order, with a clear finding as to which officer was responsible for the delay and for how long.

One of ICs of CIC has some days back said that CIC is a toothless tigher. In fact CIC is making itself TOOTHLESS & POWERLESS, for the reasons best known to CIC. If a PSU DGM or CPIO does not take CIC seriously, U can think of IAS/IPS in central ministries.CIC urgently requires non.babu blood to act seriously and to mean business.

Penalty / punishment are being issued as per mood / will of the ICs. RTI rules / spirit are not being followed in information commissions as per RTI act 05. Thousands of appellants are sorry on the dismal performance of some ICs. Reasons are best known to the ICs only. After July 08 CIC started suddenly the no. of penalty cases. Why? Is it a seasonal process / Act ? These days many decisions of CIC are exactly as per RTI norms. Wish this practice not discontinue in future also. So Mr Karira should be happy now .
