In a recent Full bench hearing of the CIC, it has been ordered that: 1. Even a PIO or a PA can file a Second Appeal against the order of a FAA. 2. Correspondance made from and to any organisation exempt under Sec 24 of the RTI Act is also exempt under the RTI Act, even if a non exempt PA is the custodian of the correspondance.
