You can file a RTI application with the concerned fire department asking them the following information:

    1. Copy of rules applicable to high rise building in your area.
    2. Name and address of officer who is responsible to carryout inspection of high rise building for fire safety.
    3. Details of action that can be taken against person who temper with the fire fighting system of the building.
    4. System of reporting in their department.
    5. What action can be taken against the fire department official who derelict their duty by not taking action against the offenders.
    6. Name and address of official who can be approached if no action is taken by the area fire officer.

... any more question you find suitable.
